Russia is already waging a low-intensity war against the countries around the Baltic Sea. But it isn't being fought with conventional weapons. Cyberattacks, disinformation, propaganda targeting Russian-speaking minorities, and sabotage of air traffic and internet cables are part of the strategy, organised and financed by the Kremlin.
